Business centres in Monaco: choosing an authorised formula

What a business centre is in Monegasque law, and what we do
An activity or a registered office may be fixed in a business centre for a variable duration and under conditions: the government's own wording (French formulas page, 05/12/2025). The seat rules by legal form are the pillar's: domiciliation Monaco

No address, no desk, no mail handling, no recommendation: we let no space.
The nine authorised formulas, side by side
Nine formulas, and no statute behind them: no text naming Start Up, Primo, Campus or Bureau exclusif was located. They are conditions the Direction du Développement Économique (DDE) publishes, dated 05/12/2025, and can change without a law. Regulated activities are outside all nine. "Not published" is not "none".

Only the Bureau exclusif carries a floor area: 25 m² for a SAM, 9 m² for every other legal form, each rising with headcount on a scale nobody publishes, and not for the other eight. Rents and tenures: the office space guide
Who each formula is closed to, before a contract is signed
Every eligibility rule the DDE publishes is an exclusion:
- Regulated activities: "ces différentes formules ne concernent pas les activités réglementées".
- And again by the AML definition (Loi n° 1.362, Art. 1er 29°).
- Company Services Provider work: outside the Bureau exclusif.
- The SAM: expressly outside Campus.
- Campus and Campus +: SNC, SARL, SURL and SCS only.
- The Start Up pair: individual activities, at creation only, split by nationality.
- Hébergement administratif: work at the client's home, in own name, case by case.
- Staff, clients or stock on site: the Bureau exclusif alone.
- Monaco Boost: Monegasque nationals and spouses, no route for a foreign founder.
No residence criterion is published, so Primo R is not "the residents' one".

Published conditions and statutory periods, never a delivery date
2. Match the formula to the plan. Hiring, clients and stock are possible in the Bureau exclusif alone.
3. The centre's onboarding. It is an AML-obliged entity supervised by the AMSF (instructions of 18 March 2026), exposed by Arts. 9 6° and 14 if it hosts an undeclared activity, so it asks about identity, ownership and source of funds. Separately: Monaco's grey-listing by the FATF
4. Sign the contract, the occupancy title. The presence pattern goes into it: Primo fixes one day a week, "précisé sur le contrat".
5. Put the premises into the file. The decision names the activities and premises limitatively (Loi n° 1.144, Art. 5); a foreign national declares the address from notification onwards; nothing issues without it (seat page, 05/12/2025).
6. The statutory clock. Five working days on admissibility, forty-five from that notification to decide, extendable once by forty-five; silence is a tacit grant (Art. 5).
7. Declare the address at the DDE. The first post-authorisation formality, on the accord de principe (agreement in principle); an occupation title is required in every case (post-authorisation sheet, 18.11.2025).
8. Register at the RCI within one month, three for an SA or SCA, with the hosting contract or certificate (RCI page, 21/05/2026); miss it and the authorisation lapses. A later move means amending a business authorisation in Monaco

One year, or three? Two official pages, two answers

The business-centre page, same date. Campus runs three years, non-renewable, from the gazette notice of the constitution; Campus + is published as unlimited.
What neither page names. The text behind its cap. The nearest statute, Ordonnance Souveraine n° 993 of 16 February 2007, Art. 8, covers the gérant's home: SARL, SNC, SCS.
Both are quoted with their dates and neither is the rule: a written DDE answer belongs in the file. The English version of that page adds conditions the French original does not, and the French text controls.
The State's directory: where Monaco's business centres are
Read on 2026-09-19, the State's directory returned 38 entries in five districts. Entries are sites, not operators, so one operator appears several times; the split and the name count are ours. The government's Les centres d'affaires page names none and points to that directory, which exists only in English: cited here, not linked.

Appearing in the directory is not a licence, and how the DDE approves one is not published. Questions go to the Monaco Business Office, 9 rue du Gabian, 2nd floor, open 9.30 to 17.00 Monday to Friday. No centre is described here.
Problems we solve
Nobody publishes what premises cost in total. One provider publishes EUR 450 a month excluding VAT for the Start Up open to non-Monegasques, EUR 990 for Campus, against about EUR 1,500 for the smallest offices near the 9 m² floor [market: accessed 2026-09-08]. Our fee is on request.
A capped formula that ends with nothing behind it. No suitable premises is a ground for suspension or revocation (Art. 9 2°), so the exit date is fixed with the entry.
An address is not a business. Art. 9 3° reaches six months without trading, Art. 9 8° an operation with no installation or staff allowing real activity here. The authorisation is personal and names the premises, so nothing comes with the shares: shelf company Monaco
No name-lending. Lending a name is an offence for both sides, a fine of EUR 18,000 to 90,000 (Art. 15), so a local director in Monaco is never sold with an address.
